News Briefs:
A federal judge has permanently blocked enforcement of Nebraska's ban on flag mutilation in a case brought by a Kansas woman. The ruling closes the case. Megan Phelps-Roper of Kansas' Westboro Baptist Church sued saying the Nebraska law violates her right to free speech. Westboro members protest at soldier funerals, often trampling on or wearing the American flag.

The Nebraska State Board of Education has approved a resolution asking the governor and lawmakers to oppose unfunded mandates. Gov. Dave Heineman had asked education groups to support rolling back the federal health care law or he'd assume they support cuts in education funding.

The AAA Motor Club expects 34 million Americans will travel over the Labor Day weekend -- which began Thursday for some of them. That's an increase of about ten percent over 2009. Nebraska AAA spokesman Gail Weinholzer says gasoline prices statewide are currently averaging $2.75 a gallon. It was $2.60 at this time last year.

Health alerts have been extended for Willow Creek Lake near Pierce and Merritt Reservoir in Cherry County after samples earlier this week showed high levels of toxic blue-green algae. People can still camp, fish and boat on lakes under an alert but should not have full-body contact.

The budget to fund Madison County's governmental operations will be up slightly compared with a year ago. County Commissioners approved a motion this week that calls for a property tax levy of 40.9 cents per $100 of valuation, up one cent over last year.

Members of the Norfolk Area Recruiters gathered Thursday night to celebrate the successful return of about 40 families to Norfolk in the past six years. NAR President Jay Knobbe says the organization is a resource for the community, and money donated to NAR is an investment in the future of Northeast Nebraska.

Through Tuesday, more than 120,000 people had gone to the state fair in Grand Island. Fewer have walked through the fair gates than last year, when the fair was held in Lincoln. But attendance is higher than in 2008. And a board member says many skeptics of the move to Grand Island have told him they "were wrong."
