Norfolk Man Facing Three Charges
NORFOLK - Norfolk Police had to physically restrain a man overnight accused of hitting a woman twice after throwing a large rock through a window in her car. Police Captain Leon Chapman says Rick Fletcher, 48, was taken into custody shortly after midnight in the 200 block of North Ninth Street. Chapman says Fletcher also attempted to kick out a back window in a police unit and tried to kick at officers as he was being booked into the city jail. Fletcher is in the Madison County Jail facing charges of third degree domestic assault, criminal mischief and obstructing an officer.
